More Affordable Housing
Use existing state law to incentivize more housing inventory for those making 50 percent or less of the area median income.
Fair Housing Enforcement
Create a community-advised fair housing “mystery shopper” program within the department of Housing and Community Development to remove discriminatory housing practices.

Health & Safety

End Food Deserts
Collaborate with local stakeholders to provide fresh, healthy food in places like Bayview, Campostella, Campostella Heights, Ingleside, Norview, the St. Pauls Quadrant, Titustown and more.
First Responder Anti-bias Training
Create trainings for firefighters, EMTs, and law enforcement to promote equitable emergency response and to discourage over-policing.

Education

Equitable Redistricting
Create school attendance zones that ensure a quality education for all Norfolk students, regardless of their zip code.
Language Access Plan
Provide language access services to parents and students with limited English proficiency.

Workforce & Employment

Allow Collective BargainingSupport unions which promote better pay, working conditions and worker protection.
City Project Employment
Use city projects to create employment opportunities for lower income residents.

Environmentally Resilient Neighborhoods

Energy Aid Access Portal
Create a comprehensive online hub offering easy-to-understand guidance and a centralized application process for energy aid programs.
Resilient Community Relief Fund
Establish a fund for low income neighborhoods to support recovery after flooding and major weather events.

Transparency & Accountability

Enhance the City Website
Upgrade the city website for relevant, important information to help build trust in local government.
Prioritize Norfolk Residents for City Boards
Appoint Norfolk residents directly affected by city boards, committees, and commissions to address local concern.
